It's a Battleship revenue stamp used 1898-1901. It was used to pay documentary taxes.

In the US, any document that required tax. Insurance premiums, stock transfers, checks, etc.

Nice socked on nose date cancel. These documentary stamps often have interesting cancels. Worth collecting for cancels alone.

Most of the time a cancel like this was done in a large multiple of even a full sheet before they were broken up. That's why part of the next cancel is visible.
