Well, it looks like what I stated above was an answer but not entirely sure if accurate. Another explanation for the above postmark may be found in the 1975 second edition Quarterman Publication of The Postage Stamps and Postal History of Canada by Winthrop Boggs.
On page 641 under the heading of The Fancy and so-called Cork Cancellations, in the centre image in the top row is found an almost identical cancel. Image shown is attached.
