Canada Cover With Unusual Cancels?

Can anyone tell me more about this cover and its cancels?

i guess they are train cancels?

I agree with Robert that these are WWII blackout cancels.

Another interesting thing about this cover is that it was sent airmail (6 cents) and registered (10 cents). However, the 16 cents was paid with an airmail special delivery stamp, which was against regulations. Thus the letter was short paid 10 cents. This was apparently spotted in Winnipeg, where the special delivery stamp was added. Presumably, the addressee had to pay this. I tried to enhance the cancel on the special delivery stamp:




It is still hard to read, but the date appears to be Jan 30 1943. At the bottom it says: Winnipeg, Man. At the top, it starts: Letter, so perhaps it reads: Letter Carrier Branch or Depot.
