These KEVIII Meter mark covers can be found with late usage.
Even up to 1950+

It's interesting that the writer of the note on the back still thought of the Duke of Windsor as the "Prince of Wales" after so many years.

Would Edward 8th still have been Prince of Wales after his abdication?

As George 6th had only daughters, Prince Charles would've been the next Prince of Wales after Edward 8th wouldn't he?

He ceased to be Prince of Wales upon his accession. After his abdication he just became a public nuisance!

Dating from 1930 the Neopost machine was a six value model (8 values introduced in 1952). The breaks in the bottom line either side of the value indicates that values were interchangeable (a solid line indicated a fixed value and thus a separate die for each value). Your meter mark dates from 1936 onward ... this model was not superseded until 1964.
All GB meter marks had the country name which is different to adhesive stamps
