Hopefully you can open the two photos I have downloaded not sure what Washington stamp this is but if you can open the files maybe someone can help me out I have never seen another one like it. Thanks

It has a pencil mark on the back that reads 83E-27 once again not sure what that means, the stamp itself is blue in color.

Your number does not line up with the current Scott Catalogue system, but I think your stamp might be part of the Scott 79-E25 series which is described on page 865 of the current catalogue. Scott 79-E25 is plate essay made by the National Banknote Company using the complete 3˘ 1861 design on white paper, perforated 12, with a grill 13x16mm and comes in blue and dark blue.
