409, 482 Or 534 Identification Help

This specimen was found in an auction lot. The pencil marks are from a previous owner who identified it as an offset, type VII, Scott 534.

I think it is a type I, flat plate Sc 409 or 482 (depending on watermark). It looks too well printed to be offset and the toga rope looks like a type I to me.

Any true experts willing to verify my assessment--or correct me?

I agree. It is NOT offset-printed.

It will be 409 because this particular expo advertising slogan cancel ceased to be used by the end of 1915, before 482 was released in very late 1916.
