Need Help With Belgium Stamp Q45

Hi all! I am sorting through another box of stuff and I found this stamp in an envelope. If you hold it up to the light at an angle, you can see where the design is engraved. Everything seems to be normal with this stamp, except no ink for the winged wheel and the denomination. Is this something that happens occasionally with a no ink transfer? Any and all info is greatly appreciated. I thank you in advance.

Maybe the Blue was bleached out

I thought that as well, but all of the color seems to be the same under a microscope. I am clueless.

I can see faint indications of the proper design in your scan. I believe that it's been washed to remove the color. That center was an ultramarine, which fades very easily.
