My Minkus album contains spaces for six 1948 parcel post stamps in it's China - Northeastern Provinces pages. These stamps are Minkus catalog Nos. 81 to 86 (see photo of the Minkus catalog listing). Minkus describes the stamps as Republic of China Scott Nos. Q1 to Q6 with 5 additional characters. Minkus includes a note that "Parcel Post stamps are not sold unused." and gives no pricing for any of the stamps.
These six stamps are not listed in the Scott catalog.
Typically, when I've run into similar situations, I'll find a note in Scott's that stamps were printed but never issued, minor paper varieties exist that were not assigned a number, etc. This time, I find no mention whatsoever regarding these stamps in Scotts.
Any China experts out there who can educate me regarding these Northeastern Provinces issues and how I might fill these spaces?
