WT- If I recall my printing days , it basically came down to X amount of money for set up and plates and then quantity was based on average attainable copies in a full webb press roll of paper. Many small high school and small comic book companies paid really close to the same amount for 100 copies as they would have for 1000. Likely the same case when printing the stamps-- Its going to cost X for 1 billion and we'll do the sheets for free scenario. Probably cost close to the same for 800 million and no free sheets. However I agree it is a waste . The other possibility is when recalling and destroying remainders, they take a write off for the face value rather than the printed cost. Its government accounting after all and as long as its red its OK.

The Orange Spanish stamp...I hate to think how many of those I have. Mind you, compared to some of the Dutch stamps I have it's nothing. I have literally 100's if not over 1000 of a couple of the Dutch stamps I recently sorted. Especially these:

There was a purple 2PTA Spanish stamp from the same set; you can see it in the World Wide Mix picture. We had hundreds of them. I remember swapping one once as a child. I couldn't believe that my friend had never seen one before.

I supose you mean "this thing": There are thrilions of it. Not even Edifil dares to state how many millions were printed on these definitives ...




But for the 1 pta red/orange, there's a second version much more scarce with the printing text "F.N.M.T - B" instead of "F.N.M.T". This stamp was printed on the stand of the Printing Works at the 1960 Barcelona Philatelic Congress, hence the "B" for Barcelona.
