Quite honestly, your question is too general. Any premium might be very slight to very great. It depends on the catalog number, the plate number, and the city/type of the precancel. Any answer needs to be on a stamp by stamp basis.
What I have seen after over 25 years of collecting precancels is that there is a small premium for Bureau Precancel Plate number singles. More for full Bureau Plate number blocks, and even more for certain (mostly the ones called out in Scott) MNH OG Bureau Plate Number Blocks.
I don't think there is much premium for the same with Local Precancels because often they were collector made so there are many more of them out there.
Bureaus are particular in this way because their use and stock was very controlled by the BEP and collectors couldn't play around with them since they were made at the Bureau itself and then shipped directly to high volume users who treated them like cash. Some got out, but not many.
