Christmas Package Seals I Found - Early 1900's ?

Found in my mom's Christmas Card box, several sheets, a lot of broken up sheets and many singles in an envelope marked "very old Christmas package seals". Looks like her writing from 70's or 80's. Any ideas when or where these were made?
