Hello I found this 12c Washington unwatermarked, perf 11 but 10 at bottom, Is this a candidate for Scott 512b or did I missed something ?

The perfs on your stamp are the same on all sides. (The software is in error because it is mis-reading the bottom perfs)

Edit; Here is your image with the left hand perfs digitally compared to the bottom perfs

I recommend forgetting the software for now and using a perf gauge and/or using another stamp with known perfs to check your stamps.
