They are International Reply Coupons. Should have a single post mark when sold to a customer. This is IRC21 in the Scott Specialized.

Postmarked May16,1974. Rate change from .22 to .26c. They are no longer sold but you can purchase a reply coupon, according to USPS. See link below. They are collectable,

Edit: Note that they are not usable/redeemable in the US, but they can be used at other international post offices.
