Skinner - Eno year dates should not be construed as actual dates. Rather, such dates mean that the cancel is found on the 1861 issue adhesives. In the case of that "Paid 3" in circle, it is a stampless period (to 1856) marking that was used by several post offices.
It is not uncommon on 1861 issue 3c stamps and is even found rarely on 1869 issue stamps used as a cancel.
Yeah, you would be better off trying to guess on it using the color of the stamp and maybe paper characteristics. If I were going to guess, I would say something like 1863 or 64, maybe 63-65?
