Unfortunately the picture has a too small resolution. But I think I could identify them anyway. According to "The Postage stamp catalogue of China's Liberated areas" this should be the editions of the province North China (more precisely the region Shanxi-Qahar-Hebei) in honour of the victory over Japan from December 1946.
