Reversed Perfs On Switzerland 94A

This stamp measures 12 X 11 1/2 instead of 11 1/2 X 12. There were three of these in an envelope all marked as 94A. One measured correctly and two have the reversed perfs. They are all white paper and not granite. I didn't see anything that measured 12 horizontal in Scott.
Once again am I missing something?

Yes, you are missing something - you are using a Scott catalog. Your stamp is most likely gauging 11 3/4.
But if you are going into perfs on these you ought to get a specialized catalog - these older ones are a minefield
