The 4 appears to be part of the date stamp. The T and the M I can't be sure. Can you post an image of the front of the envelope? It will give info on the address the letter was mailed to which may help to figure this out.

I believe this is a steel stamp 'Arrival' from Edinburgh Scotland.
It was used in 1855.
