Upu Cut Square (?) Help

While sorting through some stamps today I ran across the following.



The central design matches the UPU issues of Bahawalpur from 1949 (Scott 26-29), but there is no country name and I do not read Arabic script.

If I had to guess, I'd say this was cut from some variety of postal stationery. Would anyone be able to fill in more details than that?

Yemen unauthorised/rejected design for UPU stamp. Appears to be fairly common.

Rejected apparently because the above labels were se-tenant with stamps depicting the ruler, which were deemed unacceptable because of the depiction of a living being, against Muslim doctrine.

This reminds me of the unissued 1949 UPU stamps from Yemen in the font of both the English and Arabic UPU inscriptions (although they used different images) so maybe it was a mock-up / design sample from the printer or something similar?

The text at the bottom right will just be the Arabic version of the text at the top left.

Whilst this has a similar engraving of the UPU monument to the one used by Bahawalpur they are not the same.

In particular, the shading lines are in a different direction.

As Peter said These labels were part of the 1949 issue from Yemen to commemorate the 75th Anniversary of the UPU. Each sheet of stamps contains four of these labels, one in each corner. Here are a couple of examples from my 1949 UPU Anniversary topical collection.
