Well, Scott lists
almost no foreign stationery, anyway: Mulready envelopes from the UK are listed (but no UK stationery items after that), as well as a Swiss cantonal envelope stamp (#2LU1). The Scott US Specialized also includes stationery from Danish West Indies issued under Danish rule.
The only thing consistent about Scott's editorial policy is that it's inconsistent.
