Perforation 13 1/2 paper in my opinion thick.

Typograph usually has ink built up at the edges of the colored areas.
You may need a good magnifier to see it.

As mentioned above; ink heaping on the frame edges and lines is a characteristic of typographed stamps. The litho rose-red is much duller and the litho inking is always very uniform and flat with no ink heaping.
So yours is Scott 22a.
