Can an ebay buyer
raise a chargeback on the card with the bank against the seller for non delivery of items before the end of the expected delivery date? The seller did not even send out the stamps, he merely purchased a shipping label and still holding on to the stamps after 2 weeks.

I am an online retailer in another field, I have had a couple packages over the last year that did not show an acceptance scan. I dropped them off at the PO after hours b/c of covid. No scan doesn't necessarily mean it hasn't been dropped off. It's rare but can happen. Both of my packages eventually showed up. One never got scanned at all till delivery scan. Why not ask the seller what's up instead of jumping to the most onerous solution?

I had an instance in the last couple years or so where a purchase still showing a label created and the item was delivered.

Yes you should contact the seller first. To echo the 2 previous posters parcels with labels are not always scanned at first go at the PO. I have experienced this as a seller and a buyer.

I see occassional labels that are never scanned in until they arrive to the buyer. No clue why this happens but I see a couple every month.

I would also contact seller to verify he sent items.

As far as chargebacks on credit cards- if there is a non delivery of goods for items not received it can be disputed with card company only within the normal 20 or 30 days from statement date. After that charges are deemed as accepted.

I am pretty sure you have 6 months to dispute charges on credit cards. When I had a merchant account it was always 6 months.

What Is a Chargeback?
A chargeback is a charge that is returned to a payment card after a customer successfully disputes an item on their account statement or transactions report. A chargeback may occur on debit cards (and the underlying bank account) or on credit cards. Chargebacks can be granted to a cardholder for a variety of reasons.

In the U.S. chargeback reversals for debit cards are governed by Regulation E of the Electronic Fund Transfer Act. Chargeback reversal for credit cards are governed by Regulation Z of the Truth in Lending Act.

I see it all the time where packages are not being properly scanned. It looks like they are somewhere in transit to a local post office and all of a sudden it shows as delivered.
I have also seen several cases where packages are being misdirected, so it's taking longer for them to get to their final destinations.
I would ask the seller to confirm the shipping details, it's possible they entered the information incorrectly or used another label.
