Not seen before, nothing similar in my collection.
Not in my 300 or so Yugoslav cinderellas.

I am thinking perhaps earthquake or similar?
Note the overprinted provisionals of 1922

I'll look up my "chronicle of the 20th century" see if what news is offered.

No Earthquakes reported.

Perhaps a cinderella, broadly addressed under

Causes of the crisis of democracy.
5. Domestic Power Struggles
conflicts between ruling ethnic groups in the newly established multi-national states. (Czechoslovakia, Yugoslavia) with National Minorities.

I did a special search ebay
Approx 100 cinderellas.....none similar.
Revenue perhaps?

I looked through 300 revenues, local revenues have a broadly similar format, but none have their vignette so crudely drawn.

A real puzzler.
