Appears genuine, with a New York Custom House cancel. Which is why the triangle punch cancel is there. Filled, but there.

All second and third issue revenues have silk fibres in the paper. Much more so than the experimental silk paper of the first issue.

Keep in mind that this example has a punch hole cancel. It has been filled, but it is still there.

The CV for punch cancel is $1000 while for other cancels are $6000.
