It would be far less confusing as answers come jumbled together if you post only one item at a time separated by several days. I would delete the 5 soaked items, and if you really want them posted together to have them clearly labeled as A, B, C, D, and E, so that us referencing them is easy and direct. Otherwise, I see a lot of confusion coming. Just my 2 cents.
Dutch, if I understand you then you are correct: the off-cover pair is #7 and all other examples, including irregular block of 3 on cover, are #9. Not sure I follow you about the who signed it question, though.
It almost looks like it is signed Bloch. Herbert Bloch was an expert in European stamps, though, but this piece wouldn't have been beyond his expertise. You can find his signature on many scarce or rare stamps of Europe.
