Unable To Identify A Hejaz/Nedji Occupation Stamp

I've looked through many sites with Hejaz and Nedji occupation stamps, including the train tax stamps, but nothing like this appears. Google search by image not helping either. Does anyone know a Scott number for this stamp, or anything else about it? It clearly says it's "Hedjaz & Nedjde", and "Postes"--so it's ostensibly postage, not tax. (There's no overprinting.) Perf. 11.
