The first time I saw it I thought so too. [There was russian text here but it doesnt display] being USSR Post. Yet, it is nowhere to be found in Scott Catalogue. Well, at least not where I've been looking and I feel like I've looked everywhere at least a dozen times. Internet search says it might be German Occupation of Ukraine... so I looked in all three places.

Looks like Russia Scott #616B a late issue of the "worker types" series.
