Is it a break in the letter O or a reversed letter C ??
Has anyone encountered such a fault?

SOPOT ---That could be dirt or trash laying on the stamp when the overprint was put on , you would need to find more stamps with the same defect to say it is constant on that issue .

I know it might be dirt on the mold. But this looks more like a C inverted than a damaged O. Other examples for comparison:

others may agree ,but I don't ,to me it is a break on a "o" .
