I think you are looking at a example where the right side of the stamp is perfed by one strike of the comb, and the left side by another strike. For the bottom stamp the comb shifted slightly more to the left for the bottom stamp than for the top stamp. Note that the bottom stamp appears to be slightly wider than the top stamp.
If you shifted the bottom stamp to the right, the perfs on the left half would align, but not those on the right half.
