Postmark suggests a CTO or forgery.
Perhaps a "stamp tab" or label, attached to a genuine emission.

This is a military frank for use by disabled veterans and was one of the first issues from reunified Vietnam.

It's SG F101 from 27th July 1976.

For some reason, starting with M1 in 1958, none of the military stamps issued by North Vietnam carries a value on it.

South Vietnam issued only 3 military stamps -- 2 in 1961 and another in 1969. None of them show values either.

This isn't true of any other stamps I know of from Vietnam, but I don't know why this is.
