Thank you bookbndrbob and Germania for helping with the differences between sheets and booklets for the Scott #829 20 pf horizontal pair. May I assume the same information applies to the 10 pf stamp Scott #827? Both covers have stamps on non-fluorescent paper so they would be from sheets and not booklets.

Yes. The same is true for the 10pf stamps.

The horizontal pairs of 5, 10, 15, and 20pf values of this series are from either sheets (fluorescent and non-fluorescent) or booklets (fluorescent only).

Here is another cover I found while looking for horizontal pairs. A block of four 10pf stamps on non-fluorescent paper. I can see the postmark matches the return address Grafing b. Munchen, however I think it might be too faint to identify without the hint from the return address. Is a block of four like this harder to find or pretty common?

In my experience in collecting this area, the non-fluorescent blocks are tough to find. I only have a few of these, whereas I have many of the fluorescent paper blocks, including some large ones.

Here are 2 blocks, both fluorescent paper on an envelope clipping with a Braunschweig roller cancel.

I like the 1dm block! My Scott catalogue doesn't say if it was issued only in sheets or also in booklets. None the less, if my understanding is correct, yours is from a sheet since there is selvage. Same for the 10pf. I have a couple more I'll post when I get a chance.
