Listed in the Philippines section of the Specialized near the back; issued under the US Administration.

Hi, yes it's the Philippines. Issued from 1908-1928. Try Scott#'s 241,261,276,285,290,. All depends on perfs and watermarks. They were issued as booklet panes too.
