SO is this a double impression or a kiss print? Everything looks doubled to the left?? I think this is a Scott U311. watermark 7

I agree it is a U311.

The impression, with double-ish aspects to it, I go with kiss print.

Though there seems to be a couple types of doubling found in U311:

1. Full up double impression, with 2 fully inked and fully embossed strikes

2. Similar to #1, but only one fully inked strike

3. Various sorts of kiss prints (of which, OP's is one)

4. Re-entry of die design components by the engravers

(5. probably others)

Thanks Thomas. Second impression seemed weaker and its clear to see but not impressive.

Observe the notch in the outer frame line, just above the T in UNITED).

3193zd: I think you might have this die variety (scan above - 88vT08 in my census). The cancellation makes it difficult to determine.
