Identification Help Please. O85 Or O116

Hello, I could use some help identifying this block of stamps as O85 or O116. Any help along with the reasoning would be greatly appreciated! Thanks in advance!

Because of the slight "fuzziness" of the perf tip and holes, I think they are O116. Shine a light thru them and look at the paper, if O85, they will look like O3 below, O116...O95

These perfs are very clean, more like hard paper perfs, but the looking in the light would tell for certain.

Thanks for your quick responses! It's hard for me to tell even with the light without the 2 side by side, but the hair down around his cheek seems much lighter/brighter in the O3 vs O9. In the block of 4 it seems lighter like the O3. What are your thoughts based on these photos?

Bored and reading through old threads. I have pretty good reason to believe this is soft paper. The light test is just failing to show the reality of what the paper actually looks like, IMHO.
