With a very abbreviated addressing, it may have been delivered to the "best guess", opened by mistake, and resealed, although that usually gets an additional note. Is there a street number under the OX seal?

3/9d seems a very expensive franking.
Perhaps held heavier items that broke away the cover during transit?
Air Mail stationery is flimsy at best.

I believe that the wording and cachet beneath the stamps on the left side are Holland America Line.
