Why they are pen canceled ? Was the handstamps not available at that time?

Yes, either the handstamp was not at hand or it was simply faster or easier to mark with a pen already in hand. There are quite a few other early postage dues with ink MS cancellations for sale in Hipstamp.

Apostague due stamp was an invoice needing payment. I would be surprised to hear that a mailman carried a handstamp with him.

Actually, in at least the 1950s-70s, when mail carriers had leather bags, there was a pouch where they carried a rubberstamp canceller, with 4 or 5 long straight narrow bars, plus a stamp pad to cancel mail that was uncancelled. Even at the time they also used ball point pens, marker pens today if they do it at all.
