It is from 1920, the theme is "Returned Prisoners of War".

Set of overprinted and surcharged stamps, issued on June 22nd 1920.

Michel: #135-144

Scott referred them as semi-postal issued on June 20th 1920: #B1-B10 (Back of Book)
