1999 Congo People's Republic Stamps

I have some dinosaur and cat 1999 stamps from the Congo People's Republic. Why are they not listed in the Scott Stamp Catalogue?

Those are stamps not authorized by the Congo Democratic Republic/EDIT: aka Congo People's Republic/Republic of the Congo/Congo (Brazzaville)/etc., and are pure fakes.

In 1999, the former French colony used "Republique du Congo" as their name. So that's what should appear on the fakes. I do not think that countries use names based on what current Scott catalogs use.

The site says that no Republique du Congo stamps were being faked in 1999.

In the link, the flag at the top is for the Democratic Republic of the Congo, formerly Zaire, but I suspect the website mixes issues for both countries together. The fakes in francs I believe are intended to be from the former French colony, the ones in NZ are from the former Belgian colony. They should have been using centimes and francs (in low denominations) or Congolese francs (designated as CF) by about 1999.

Aren't the Congo People's Republic and the Democratic Republic of the Congo, which the above link goes to, different countries? It's a common mistake. The first is the former French Congo on the north side of the Congo River with its capital at Brazzaville (or has the name been changed?). The second is the former Belgian Congo to the south, capital at Kinshasha (formerly Leopoldville, I think). Unless I'm mistaken.

But that's not the issue here. Stamps from the "Congo People's Republic" like these, are just as likely -- maybe more likely -- to be fakes. That's the main point. Stamp fakers do this all the time, printing stamps supposedly issued by a (usually third-world) country and putting them into the stamp market to make quick money from unsuspecting buyers. They do smaller, poorer countries because they're much less likely to have investigative agencies (like the FBI) who can deal with these problems and arrest them. Nothing wrong with collecting them, I suppose, although buying them does enrich the thieves even if not directly. After all, keeping the market going for this kind of stuff has to benefit them in some way or they wouldn't be printing them.
