Those are stamps not authorized by the
Congo Democratic Republic/EDIT: aka Congo People's Republic/Republic of the Congo/Congo (Brazzaville)/etc., and are pure fakes.

In the link, the flag at the top is for the Democratic Republic of the Congo, formerly Zaire, but I suspect the website mixes issues for both countries together. The fakes in francs I believe are intended to be from the former French colony, the ones in NZ are from the former Belgian colony. They should have been using centimes and francs (in low denominations) or Congolese francs (designated as CF) by about 1999.
