5 Cent Roosevelt Soaking

I came across something Might be nothing
It's a perf 11 so not a expensive stamp (I know that)
Is it ok to soak these or will the ink run?
I know nothing about the stamps from the USA-

I wasn't sure it looked like the ink has run along the bottom already

It might be printed on the back/mirror image?

It will soak without any difficulty.

Looking from the front ... From the extra perforations visible at the bottom, it appears the stamp is stuck to another stamp which, when looking at the back, has been mostly peeled away leaving only the thinnest layer of paper left so the ink of the second stamp shows through.

I suspect a soaking will reveal a whole stamp on top and a very thin layer of the second stamp on the back.
