Definitely Japan. And my first guess would be, that this is not a stamp, but a postal stationery cut out.

This appears to be from a 1911 postal card, #29a in Ascher. I don't know what the Sakura number would be.

Sakura (2010 page 323) will be PC22, PC24, (1911) or PC25 (1925)
I cannot read the Japanese for Colour.
All 1.5 Sen

Oops. If it def. 1911 then PC22, (PC24 was 1915)

I was basing my supposition on the colors according to Ascher:

29 (1911): ultramarin
-- a: mattultramarin
-- b: mattviolett
33 (which Ascher has as 1916 rather than 1915): dunkelblau

The 1925 issue is too late to have been included in Ascher (published in 1925) and would also be too late for the cut square, if (as seems most likely) the 12 in the postmark means Taishô 12 (=1923).
