Things are definitely much better here. My only recent ebay item posted to the US was a packet of cigarette cards sent to Maryland on 22 February, for which I received feedback today. Not bad at all.
Thanks to all for your comments and suggestions. My complaint is not with the seller (for the reasons you all have explained) but with Delcampe for not taking an interest in the situation. Delcampe never followed up to see if the material arrived. This tells me there is no ombudsman for the buyer. The three items finally arrived, but two were faulty and the packaging was not protective. Goodbye Delcampe.
Bonvalk, from my personal experience; Delcampe/EBay and Hipstamp are not likely to get involved; any sort of redress is likely going to be better addressed through Paypal. I do know that Delcampe does have the "item not received" button, which I've never used, but am getting close to after 10 weeks. No idea what that triggers though.
Sounds like your issue may actually be with your seller though, Delcampe didn't package or send the material you purchased, they just provided a platform for the listing. Did you contact the seller directly and let them know of your issue(s)? I've found it useful to have an email trail with the seller trying to resolve the issue quite helpful in the rare instances where you need to get a third party involved.
That is an issue with the seller, if the items were faulty & the packaging inadequate.
As well, Delcampe does have a whole Dispute Resolution process you can use, that will open a case with them, and if the buyer/seller can't resolve, they will get involved.
