Australia Delegation To 20th Congress Of Universal Postal Union

Here's another item that I recently purchased. It is a complete stockbook with a plain black dust cover, only stating "Australia Post". The first page shows that it was intended as a gift:


Inside, there are 10 pages of mint stamps with a simple year on the first page, as appropriate. It covers most of 1984 through most of 1989. Here is an example page:


In the back of this stockbook are indexes, detailing all stamps held within. Here are the Index pages:



This mailing label was attached to the dust cover, but fell off. It shows the intended receiver:


Any comments about this item would be appreciated. I don't know how many were issued, and the value, if anything. Thanks in advance.

Some quick research on Thomas E. Leavey shows that he was a career US Postal Service Employee that was elevated to the Director General of the Universal Postal Union about September 12th, 1994. So this was received while still a Postal Service Employee.

These couldn't be that common surely?

I've never seen them offered anywhere else, and the stamps are all common issues, but a nice item that is easily stored next to my other albums.
