Belgian Congo stamps are evidence for the hypothesis that the more horrific the government, the better the quality of the stamps.

This was always one of my favorite Belgian Congo designs.

I think AO stands for Afrique Occidentale, French for west Africa

Initialism of Afrique orientale (East Africa), used as an overprint on stamps of Belgian Congo in 1918 for use in Belgian occupied German East Africa.
