Help Identify "Coil Waste" Stamp From 1917 Washington Stamp

hello, I was researching a 1 cent Washington stamp with stampsmarter.org website as refence for dating and manufacturing. The stamp was listed as coil waste? is this the same paper waste?
Perforation is 11 x 10, eleven vertical by ten horizontal both top and bottom. with one catch the right side of stamp appears imperforated, is this really a coil waste stamp and could someone shed some light on a Scott #, please.

I'll agree with the Perf 11 part, that's it. Most probably Scott 498. You really need a perforation gauge. About the coil waste, let's just say you're half right.
