Another Stamp Anomaly?

I am just curious if anyone has seen a similar version of this stamp. Appears to be Scott 1590a but with 2 sides of perforations cut off? It does have the 9 3/4 perforations on the one side along with the line only precancel. It seems odd to me that since this is still stuck to part of a First Class Presorted postcard that anyone would go through the trouble of cutting off 2 sides of perforations.

Scott 1616b, precanceled coil, mechanically affixed with cutting knife slightly misadjusted, leaving almost entire perf at right and none at left.
