The Paul Doumer 4c you have has the cicatrice above the eyebrow of his right eye.This a recurrent flaw (every other stamp)found in 1 row only in some sheets.
All these stamps are on either white paper or slightly yellowed paper (first printings).
The 10c Paul Doumer comes in:
1st printing perf 12x12
2nd printing perf 13x13
3rd printing on white paper perf 12x12

Extremely timely post as I have an interest in Indo-China specifically post 1945 Vietnam. You must be reading my browser search history. I am avid reader of area. Scott just added the NLF (Viet Cong) issues to their catalog.

Rod, I do not know but guessing Viet Cong. The notification I saw was in the First Issues Collectors Club newsletter (see image)

I am not sure about France but the lateness is due to Scott's strict policy of deciding what is a legitimate postal entity. I do not know if they list similar Laos Pathet Lao issues now. Scott also added listings for South Kasai.
