The construction of the Trans Indo-Chinese railway system began under the administration of Paul Doumer, the General-Governor of Indo-China colony in years 1897-1902. The main routes constructed were Yunnan-Vietnam and North–South railway. The construction took over thirty years, finally beginning operation in 1936, during which time other branch railways in Indo-China were also completed.

Inauguration of the Trans–Indo–Chinese Railway, a set of four identical stamps issued on July 8, 1938:

Auguste Pavie, the explorer and ruler of Laos

Quote:
Auguste Jean-Marie Pavie (1847, born in Dinan, France – 1925) was a French colonial civil servant, explorer and diplomat who was instrumental in establishing French control over Laos in the last two decades of the 19th century. After a long career in Cambodia and Cochinchina, Pavie became the first French vice-consul in Luang Prabang in 1886, eventually becoming the first Governor-General and plenipotentiary minister of the newly formed French colony of Laos.

Auguste Pavie, issued for use in French Indochina. The first two stamps were issued in 1944 with inscription EF (État français, Vichy regime) and the third was issued in 1946 with RF ( République française):

Thank you very much, Vyolene, for extra information and stamp scan!

This postcard was sent from Savannakhet, Laos to Hanoi in 1913. It bears two rare clear postmarks: A postmark applied in Savannakhet and a transit postmark applied in Pac-Hin-Boun in Khammuane Province (I think today it is called Thakhek). Unfortunately, the stamp was removed or fell down

A set of 14 identical air mail stamps show the Farman F190 mail plane was issued for use in French Indochina on June 1, 1933. Six more stamps with different values were issued during 1938-1941. Here is one of them:

Cover sent from Laos to Italy franked with two copies of the 37c. value of the 1933 set:

Another set of 15 air mail stamps was issued during 1942-1943. Since it was issued under Vichy regime, the stamps are without the inscription RF (République française):

On June 13, 1949, a set of 2 stamps was issued with the inscription RF:

Cover, probably commemorative private cover, franked with the stamps from the 1933 set and 1938 set:

Laophil,

Would there be a preferred expert or organization to go through when considering applying for a certificate for stamps from this area?
