Canada Post recently issued this nice souvenir sheet showing crabapple blossoms. It was printed by Canadian Bank Note using the offset/litho process. What I have noticed though is how similar offset has now become to photogravure printing. Lithography certainly has come a long way and is now the dominant printing process in producing stamps.
Notice the ragged edges on the lettering and what appears to be quasi screening on the green maple leaf.
The $1.70 and $1.90 are photolithography stamps. Offset lithography shows sharp outlines, not the screened dots that you often see in photogravure stamps.

I received the Bulletin from AP for about 15 years and I really enjoyed it. It was full of interesting info until they changed the format. Same story here with the Canada Post philatelic info where we now have this flimsy little details pamphlet.
As Rein commented, it is simply printed by offset with a stochastic screen, which has been used on postage stamps for around a quarter of a century. It has always given a superior appearance due to the random dot formation instead of using uniform dots.
