It is a letter carriage label of the Ruppin Railway.

Seat in Neuruppin in the German state of Brandenburg.

The Ruppiner Rail Line issued two series of freight/seat reservation revenue stamps, both in 1913. This stamp is from the second set (3 values). The Erler/Juenke Catalog of the Adhesive Revenue Stamps of Germany vol. XVII gives this stamp (#8) a value of 80c US. This catalog prices a little on the low side.
