Cuba Type A34 With Overprint

Having trouble figuring this one out. It is type A34 - Scott 262 but appears rouletted and with a Timbre Nacional overprint. I presume some kind of revenue, but for what use? Both stamp and hand cancel too.

In Spanish "timbre" refers to a revenue stamp.

I checked my resources on Cuba but unfortunately don't have much on the revenue use of the 1914 Mapita ("Little Map") series. They were the first stamps printed in Cuba and demonetized for postal usage in 1917 but continued to be used with the"Timbre Nacional" overprint afterward. Perhaps one of our revenue experts will be able to chime in

The map of Cuba ("Mapita") issue of 1914 was the first postage stamp issue printed entirely in Cuba. The map design was prepared by Prof. Jaime Vals Henares, a member of the Academy of Science and Art in Havana, and given to the Security Bank Note Company of Philadelphia in order for them to engrave steel printing plates. The finished printing plates were returned to "La Moderna Poesía" printing works in Havana for production of the stamps. The set of eight different denominations were placed on sale on February 24, 1914.

Stamps Issued by the Republic of Cuba:
GP * Timbre Nacional - General Revenue (1917-1958)

1917, September 1. By Law of July 31, 1917, a series of taxes whose payment was to be proven by the presence of a cancelled stamps on the documents affected, and whose effective date was September 1, 1917, made necessary a rapid issue of appropriate stamps. Order No, 28 August 20,1917, demonetized the "Mapita" postage issue of 1914-1916 (Jr286-295) and ordered their overprinting for revenue use.

The overprint is "TIMBRE / NACIONAL" in a 12 mm. diameter circle in black. Rouletted 7, Unwatermarked.
