This is a postage stamp from Manchukuo: SG 138 from 1942.

10th Anniversary of the Founding of Manchukuo; 3f design The Good Harvest 22.5mm x 28.5mm, sheets of 70, Perf 12 x 12½.
15th September 1942

1942, 15 Sept. Issued to honor the Tenth Anniversary of the Founding
of Manchoukuo. Printed by Manchoukuo Government Printing Bureau
from plates made by the Toppan Printing Co. of Tokyo, using dies en-
graved by artists of the Japanese Government Printing Bureau. Two or
four plates of each denomination. (37) Designers: 3f li Ping-ho,
die-makers: 3f-Fumio Watabe,
Two slogans in Chinese were used in right margin of the 3f
a) "Write clearly the addresses of both sender and
receiver";
b) "Wrap perfectly and things will go through the mail safely".
No constant plate varieties.
